Talked to a plumber about my water heater and now I doubt my whole bid

Got a quote for 2400 dollars to swap out my 40 gallon unit in the Northeast Heights. My neighbor's cousin does plumbing on the side and said he could do it for 1600. But when I actually talked to him last week he pointed out my vent pipe is undersized and might need carbon monoxide monitoring. That extra 800 does not sound so crazy now. Has anyone else had a cheap bid turn out to be missing real code stuff? How do you even check if a contractor is skipping things.
