Am I the only one who runs into hidden rust every time a job looks easy

Last Tuesday a guy brings in a 2011 Silverado for a small dent on the rear wheel arch, quoted him $450 and said it'd be ready Thursday. Pulled the bed liner off and the whole inner arch was rotted out, so now it's a $1,800 job and he thinks I'm the one who did it. This is the third truck this month where a "small dent" turned into a full patch panel. Any of you quote rust repair higher upfront just to save yourself the headache?
