Debate: Should we bench test every LRU before install or trust the paperwork?

My lead at a regional hangar in Atlanta last month insisted on benching every box fresh from the shelf, but the OEM sticker says it's ready to fly. A buddy in Phoenix says he's had two bad units out of the crate in the last year alone. What's your shop's policy on this?

It’s not exactly benching, more like powering them up briefly to check for hidden damage, right?

Used to be in the camp of trusting the sticker, but after seeing a brand new actuator come out of the box DOA last month I'm in the bench test gang now. That Phoenix story just seals it for me.
