Miles_garcia is right about the cost... but what if you never use it again after the seatpost. Do you really see yourself checking stem bolts every few months, or will it just collect dust.

Get the torque wrench, no question. A carbon seatpost is one of the easiest things to crush if you just guess. That sixty bucks is way cheaper than a new frame or a snapped post. You'll use it on stem bolts and other parts too, it's a solid buy.
