The rental bike fleet that wrecked my patience with quick releases

We serviced a 40 bike rental fleet for a local tour company last summer, and every single one had the skewers cranked to overtightened angry levels. First bike took me 15 minutes just to get the rear wheel out because the cam lever was basically fused shut. After the third one I just gave up and grabbed a 6mm Allen and loosened the whole axle nut setup. Has anyone else dealt with fleets where the previous mechanic torqued everything like they were trying to weld it together?
