Just realized my hostel in Lisbon double charged me on purpose

Stayed at a place near Rossio last week and noticed a 23 euro fee on my card that wasn't in the booking breakdown, looked closer and it matched a 'tourist tax' they never mentioned upfront. The front desk claimed it was standard but the hotel next door said they don't charge it at all, so I'm wondering if this is a common trick in that area or if I just got unlucky with a bad operator?
