Got burned by a counteroffer last month, changed my whole view on it

I was about to leave a job in Austin for a 15% raise elsewhere, and my boss countered with a 20% bump plus a flexible schedule. I stayed, but found out the extra money is useless if the same problems that made me look still exist, and I'm already back to checking job boards. Has anyone else taken the counter and regretted it, or did it actually work out for you?
