Dropped $6,500 on rooftop solar in Fresno last spring... my neighbor says I got played

So here is the deal. I paid around $6,500 after the tax credit for a 4kW system on my house in Fresno. My electric bill went from about $190 a month in summer to almost nothing, and it paid itself off faster than the guy quoted me. But my neighbor swears I got hosed. His take is that the utility keeps changing the rules on credits and by the time I break even something else will eat the savings. I get that. I do. Rates change, policies change, and nothing is for sure with this stuff. But the flip side is real too. I know exactly what I pay now. It is locked. He is still out there guessing every July when the bill shows up. Neither of us is wrong exactly. It depends on what you think the next ten years look like. So who is right here? Is rooftop solar still worth it in a place like Fresno, or did I just get lucky with the timing and the rates? Tell me straight.
