Witnessed a phone charger theft at the corner cafe, torn on what to do

This morning at Brew Haven, I saw a guy unplug someone's phone from a wall charger and pocket it when they stepped away to the bathroom. The owner came back looking confused, and I was the ONLY one who saw the whole thing. Part of me thinks I should have spoken up right then, but I froze, worried about starting a scene. Has anyone else been in a spot like this, and how did you handle it?
