Two lane merge took me 45 minutes last week, what is wrong with people

I got stuck behind this guy in a construction zone who refused to zipper merge, so we crawled for 45 minutes past what should've been a 5 minute slowdown. He finally moved over when a semi driver laid on the horn for a solid 20 seconds. Has anyone else dealt with someone so stubborn they'd rather sit in line than let one car in?
