Refurbished PSU took out my whole bench test rig

Grabbed a so-called grade A refurbished 750w unit off eBay for 45 bucks to save cash. Hooked it up to a test bench last Tuesday and it dumped 12v spikes across everything, fried a board and a GPU I was checking. That's about 400 bucks in parts gone because I wanted to cheap out on the one thing that feeds power. Anyone else had a refurbished power supply bite them in the ass, or do I just have bad luck with these things?
