The JFK 'second shooter' claim people keep quoting is from a 1976 retraction, not the actual report

I keep seeing the same paragraph screenshotted on Reddit and Twitter citing a '1978 House committee finding' that supposedly confirms a second gunman, but when I pulled the actual 688 page report from the government archive site in March, that quote was from a dissenting footnote that got dropped in the final version, and nobody sharing it seems to have read past page 40.
