Ledger heights on CMU walls, why does everyone trust the chalk line?

Last month on a job in Cincinnati, I watched three guys set a ledger line off the architect's drawing without checking the actual slab grade, and it ran 3/4 inch low at the far end. I made them re-pop the line every 10 feet using a laser level, and we caught two more dips before the anchors went in. Why are we still trusting a single snapped line from one point in the corner when a $300 rotary laser pays for itself in one rework incident?
