Bike lane hero on the 5 train bridge yesterday

I was riding over the 9th Street bridge in Pittsburgh around 8am and this guy in front of me just stopped mid-lane to fix a loose pannier, almost took out three commuters behind him. Has anyone else had a close call with someone stopping suddenly on a narrow bridge like that?

Can't believe he just stopped like that, no hand signal or anything. I mean, who does that on a bridge where there's barely enough room for two bikes side by side? That's like asking for a pileup. I had a similar thing happen once with a tourist who stopped dead to take a photo, and I nearly went over the rail trying to dodge them. It's honestly scary how fast a chill morning ride turns into a crash situation. Maybe it's just me, but I feel like if you gotta fix something, pull off to the side or at least yell a warning first.
