Question about the guy who slammed on his brakes on the highway ramp yesterday

So I'm merging onto I-95 near Stamford yesterday, and this guy in a silver Accord comes to a COMPLETE STOP at the end of the on ramp. I almost rear ended him. My take is he was scared of merging into heavy traffic, but my buddy says he was probably lost and checking his GPS. Traffic was doing 65 and he's sitting still. Which side are you on? Has anyone else dealt with someone freezing up on a ramp like that?

That thing about him being scared of merging makes sense to me. I had a buddy who once did the same thing on the Merritt Parkway in a rainstorm, just sat there with his hazards on until someone behind him laid on the horn. Problem is, freezing up on a ramp like that is basically asking to get rear ended, even if you're just trying not to panic.

Did you lay on the horn or just swerve around? Would really suck if someone behind you wasn't paying attention and plowed into you both.
