Two commutes, two routes, one told me to hug the river. Who's right?

My buddy Dave swore the river road into downtown saves 15 minutes every morning. I tried it for a week and hit three school zones plus a drawbridge opening on Tuesday. Then my coworker Lisa said stick to the interstate even though it looks worse, because the backups always clear by 8:15. I switched back and my drive went from 42 minutes to 28 on a rainy Thursday. Has anyone else gotten opposite advice like this, and which side did reality back up?
