Took my dog to a new trail and everybody was off-leash

Went to that paved trail down by the creek yesterday and I swear every other dog was running loose. My rescue gets nervous when a random lab sprints up to her face. The city signs say leashes required, why do people just ignore that stuff?

Did anyone actually call them out or did everyone just pretend it was fine? I'm genuinely curious if the off-leash crowd gets defensive or just ignores people. Because where I live you'd get yelled at for asking someone to leash up.

Respectfully I've seen plenty of folks have calm conversations about leashing up without it turning into a fight.
