Update: dropped $45 on a no pull harness my dog escaped in 4 minutes

Last Tuesday I bought a no pull harness at the pet store on Elm Street because my beagle thinks every walk is a sled race. The thing had six straps and a pamphlet, and I finally got it on him, then he twisted once and walked right out of it on the corner of 5th and Main. He made it two blocks before I caught him, and I stood there holding the harness like an idiot. Has anyone found a setup that actually keeps a houdini dog in it, or should I just accept my fate?
