Saw a 'tree' made of old tires in a park in Portland

I was walking through Overlook Park last weekend and saw what I thought was a weirdly shaped pine from a distance. Up close, it was a stack of about 15 painted car tires, bolted together and planted in the ground with some ivy growing on it. Someone had even glued plastic pine cones to the top. I guess it's art, but my first thought was about the long term soil compaction from that rubber. Has anyone else run into something like this on a job?

Yeah, that tire tree is a perfect example of trying to fix one problem and making another. @torres.grant is right about the slow drip, and it feels like we see that everywhere now, like the plastic grass some people put in.

Wait, so it's a tire tree? Lol that's just giving the ground a slow poison ivy drip.
