Found out our local library fines bring in $12k a year, wild

So I was at the circulation desk last week picking up a hold and the librarian mentioned they collected over 12 grand in late fees last year. That blew my mind honestly. I always figured fines were just pocket change to get people to bring stuff back on time, but apparently it's a whole budget line item. She said they use it for the summer reading program, which makes it slightly less annoying, but still. Now every time someone complains about a 50 cent fine I can't help but think about that number. Has anyone else looked into what their library does with fine money, or is it just me?
